note: the 2.5 LI-7500 is not working (when did this happen?); power-cycle failed to fix

added CNR4 at the top of the tower (on a short boom); using cr23x (sn 0000) with SDI-12 connection to RAD cr23x

Modified niwot.xml, addecd cnr4 input into the DSM (started ops103)

started using rad_09.csi in RAD cr23x logger (which then outputs CNR4 data to isfs/DSM)
